The 5% withholding tax, and the number on your invoice
On a cross-border service invoice, Qatar makes the client deduct 5% and send it to the General Tax Authority, due on the 16th of the following month. Rankly invoices from outside Qatar, so this applies to every retainer.
The published price is what Rankly receives. The invoice is grossed up so that after your finance team deducts the 5%, the agreed figure lands.

The withheld amount goes to the government, not to Rankly. Ask for the deduction certificate each month, because your accountant will want it on file.
Qatar has not enacted VAT. A 5% rate with a QAR 375,000 threshold is widely expected, so every contract carries a clause saying VAT is payable in addition if it arrives.
Working out whether it pays back
Run the arithmetic with your own figures. Two shapes of business, both common in Qatar.
A maintenance company, high volume and low ticket. Local costs QAR 3,053 on the invoice. If an annual air conditioning contract is worth QAR 1,800 to you and you close one enquiry in three, two new contracts a month covers the retainer and the third onward is margin. Two contracts means roughly six enquiries. That is a realistic target from the map pack in a category this soft.
A dental clinic, low volume and high ticket. Growth costs QAR 6,211. If your average accepted treatment plan is QAR 7,000, a single additional case a month pays for the year. The question is not whether SEO can produce one patient a month. It is whether your front desk converts the call when it comes.
Substitute your real contract value and your real close rate. The arithmetic is the whole decision, and a retainer that clears it comfortably is one you will still want in month six.
Why the cheapest quote usually costs more
A QAR 1,000 monthly fee buys about an hour of senior attention, because consulting runs at QAR 900 an hour. Nobody can audit a site, fix it, write for it and earn links to it in an hour. So the work gets replaced with things that can be automated: a directory blast, a spun article, links bought from a network, and a dashboard reporting movement on keywords nobody in Qatar searches.
The bill arrives later. Removing a bad link profile, rewriting thin pages and undoing a botched migration takes longer than doing it properly the first time, and the months spent ranking nowhere are gone.

Why publish prices when no other Qatar agency does?
Because hiding them wastes everyone's time. A published price filters enquiries before they arrive, so the conversations that happen are with businesses the numbers already suit. It also removes the part of Gulf agency buying that people quietly resent, where three agencies quote three wildly different figures for the same brief and none will explain how they got there.
Can you guarantee page one?
No, and anyone who offers that guarantee is lying to you. Nobody controls Google's results. What is guaranteed instead is written into the package: the deliverable counts above, a report every month, and direct access to the person doing the work. If a provider will guarantee a ranking, ask which keyword, and watch them pick one nobody searches.
How long before this works?
Google Business Profile movement usually shows in four to eight weeks. Long-tail organic terms land from month two to month four. The Qatar-modified commercial terms take month four to month eight. The generic head terms may take a year, and may never come. Month one is setup-heavy and will look quiet.
Is there a contract?
Thirty days' notice, any time, no lock-in. Twelve-month commitments are common here and they protect the agency, not you. If the work is good you will stay because it is working.
What if it does not work?
Then you leave, and you should. Before that, expect an honest conversation at month four about whether the problem is the SEO, the website, the offer or the market. Sometimes the answer is that the demand does not exist to justify a retainer, and hearing that early is worth more than another six invoices.
I have a quote for QAR 1,500. Why are you higher?
Ask that provider for the deliverable counts, in writing, in the same format as the lists above. Ask who does the work and how many other clients they carry. The gap between QAR 1,500 and QAR 2,900 is usually the gap between a report and the work itself.
